Admin should see all Process Rules

Feature Request

Hey! We have a client who is creating rules for specific teams, but since she herself isnt added to the teams, she cannot verify. Is there a permission set we can engage for Admins to be able to see all rules regardless of visibility?

    At this moment the best outcome will be to either add the user directly to the rule for testing, or adding them to the team for testing.
