Allow adding Process Rules & Rulesets to Packages without tags

It feels very restrictive that we need to add tags to a process rule to add it into a package. The UI definitely doesn’t lead you to know to do that. Additionally being able to add a tag to a Ruleset, but then the tag doesn’t appear in the package builder, but it does work for a single Process Rule is very confusing. I just want to be able to add the content I want to any given package without restrictions or hoops to jump through.
