Bug Fix: Package Builder Installs of Pipelines with Conditional Properties are Working Again

Issue: HubSpot changed their API for conditional properties in pipeline stages. This broke our migration of conditional properties when installing pipelines with package builder.

Fix: We have adjusted package builder to work with this new API.
